History
Established upon signing of T-XT9414 - Agreement on the Preparation of a Tripartite Environmental Management Programme for Lake Victoria by Contracting Parties comprising the governments of Kenya, Tanzania UR and Uganda. Between 1991 and 1995 three seminars were held in the region, under the auspices of 'FAO Committee for Inland Fisheries of Africa (CIFA)' Sub-Committee on Lake Victoria. Further consultation between riparian authorities led to drafting of the convention establishing the 'Lake Victoria Fisheries Commission'. This draft was later approved by a Legal and Technical Consultation Meeting for the Establishment of Lake Victoria Fisheries Organization (LVFO), 12-25 Mar 1994, Dar es Salaam (Tanzania UR), followed by signing and adoption of the Convention at a conference of plenipotentiaries, 30 Jun 1994. Headquarters in Jinja (Uganda), with Secretariat operations started 1 Jul 1997. On signing of the treaty of F-XD6196 - East African Community (EAC), 30 Nov 1999, officially became a specialized institution of EAC under Art 9 of EAC Treaty. Mandate re-affirmed in Art 8 of the Protocol for Sustainable Development of Lake Victoria Basin, 2003, which acts as the basis for establishing Lake Victoria Basin Commission (LVBC). The Convention was extended in 1998 and Jan 2016 to accommodate for (a) extended scope and mandate of the organization to include all EAC Partner States; (b) extended focus beyond Lake Victoria into covering all water bodies in the EAC region; (c) increased prominence to aquaculture as a priority area of focus in addition to capture fisheries. LVFO is in the process of changing the name to East African Fisheries Organization (EAFO) as per the directives of the EAC Council of Ministers which has been necessitated by the expansion of scope and mandates of the organization.
Aims
Foster cooperation among the Contracting Parties; harmonize national measures for sustainable utilization of fisheries and aquaculture resources of the East African Water bodies; develop and adopt conservation and management measures.

Fisheries and Aquaculture Sectoral Council of Ministers (FASCoM) is the governing body of the organization, consisting of the Ministers responsible for Fisheries and Aquaculture of the Contracting Parties; Coordination Committee (CC) consists of Permanent Secretaries / Cabinet Secretary of the Ministries responsible for fisheries and aquaculture; Senior Officials (SOs)Committee consists of Directors of Fisheries and Aquaculture management and fisheries research institutions; Technical Committees; Sub-Technical Committees; Technical Working Groups; Beach Management Units (BMUs); Association of Industrial Fish Processors; Aquaculture Associations; Secretariat, headed by Executive Secretary.
