Promote rapid development of info-communications in Africa in order to achieve universal service and access, in addition to full inter-country connectivity, so as to make Africa an active participant in the Global Information Society. In particular: promote development and adoption of appropriate African telecommunications policies and regulatory frameworks; promote funding of telecommunications development and of programmes to develop African information society; prepare special programmes for Africa's Least Developed countries and rural telecommunications development; promote human resources development in the field and establishment of info-communications industries; promote regional coordination in value-added services, equipment certification, technical standards and harmonization of tariffs.
