Realize closer union among the states of Europe through promotion of out-of-school education work and cooperation and exchange of information among members and between them and the Council of Europe, the European Communities and all organizations pursuing similar goals; encourage development of the individual within his social environment; act as a point of international contact for governments, ministries, parliaments, political parties, educational planners and organizers, bodies active in curricular and extra-curricular education, the media; coordinate and develop the activities of member Houses, including interchange of persons and dissemination of information; stimulate the creation of new Houses.
