Study, solve, or play a part in solving, questions raised in road transportation; promote harmonization and simplification of regulations and practices relating to such transport; coordinate and support efforts made in different countries with a view to developing transport of passengers and goods by road; improve the safety record and environmental performance of road transport and ensure mobility of people and goods; take the initiative in ensuring that vehicles are safe, clean, efficient and economical in fuel consumption; encourage sound fleet management, strict vehicle maintenance and good working conditions for drivers; help make roads safer and less congested; seek improvements in environmental performance of vehicles; maintain close working relations with competent national, intergovernmental and nongovernmental organizations; strive to lift barriers to international transport and trade.
