History

Established by decision of 1st Conference of Ministers of Transport of the Socialist Countries. Statutes approved by governments participating at the conference. Activities commenced 1 Sep 1957, following 2nd Ministerial Conference, May-Jun 1957, Beijing (China). Statutes amended: 19-22 Jun 1962, Ulaanbaatar, at 7th Ministerial Conference; 8 Jun 1993, Warsaw (Poland), at 21st session of the Ministerial Conference, when associate membership was extended to companies and organizations involved in railway activities. Latest amendments, concerning structural organization, adopted at 49th Ministerial Conference, 15-18 Jun 2021, OSJD Commitee, Warsaw, in videoconferencing mode.

Aims

Improve standards and cooperation in implementation of railway traffic between countries of Europe and Asia, including transport of goods; improve cooperation on problems related to traffic policy and economic and ecological aspects of railway traffic. Ensure enforcement of conventions and agreements on: Agreement Concerning International Passenger Traffic (SMPS); Agreement Concerning International Freight Traffic by Railway (SMGS); International Passenger Tariff (MPT); International Transit Tariff (MTT); Uniform Transit Tariff (ETT); Rules for the Use of Freight Wagons in International Traffic (PGW); Rules for the Use of Passenger Coaches in International Traffic (PPW); agreements referring to accounting in international transport of passengers and goods and other regulations. Elaborate on general principles for standard international transport law; develop collaboration for the improvement of operation and technical specifications and for developing and updating the international transport routes and corridors; provide solutions to problems in railway transport and develop international collaboration between OSJD members.

Structure

Ministerial Conference is higher authority. K-XF2922 - Conference of General Directors of OSJD Railways is authority for cooperation between administrations of railways. OSJD Committee (executive body), headed by Chairman and comprising specialists, including representatives of commissions and a governing authority which comprises Chairman, 2 Deputy Chairmen and Secretary. Working bodies (meeting according to Work Schedule): commissions; permanent working groups; ad hoc working groups; expert working groups; joint working groups with other international organisations.
