History
9 May 1993, Istanbul (Turkey), by H-XB2736 - International Union of Local Authorities (IULA) and its U-XK0342 - IULA-EMME Centre for Local Government Training and Development in the Eastern Mediterranean and the Middle East, together with a number of Turkish organizations and individual supporters of local government and democracy. Also referred to as Istanbul Academy. Registered under Turkish law through the setting up of a Foundation of the World Academy for Local Government and Democracy, under whose aegis the Academy functions.
Aims
Promote greater understanding of and concern for democratization and human rights amongst local authorities in Turkey; engage local authorities in a search for alternative organizational and operational ways and means leading to more democratic and participatory ways of governance; foster mutual awareness and appreciation between democracy and local government; provide a venue for cohesive response by theory and practice to a world that is, at the same time, one of cities and villages going "global" and regions and nations going "local".
