History

As from 1 Jan 1991, following agreement signed 3 Oct 1990, Lisbon (Portugal), European regional section of B-XF6714 - World Organization of United Cities and Local Governments (UCLG). Most recent statutes adopted 11 Oct 2001.

Aims

Secure, strengthen and protect autonomy of local and regional authorities; facilitate operations of local and regional authorities, safeguard their liberties and contribute to their prosperity, in particular through development of inter-authority arrangements and undertakings; develop the European spirit amongst local and regional authorities with a view to promoting a federation of the European States founded on the autonomy of these communities; provide for the participation and representation of local and regional authorities in European and international institutions; achieve establishment amongst existing and future European institutions of an assembly representing local and regional authorities.

Structure

'Assembly of Delegates' (every 3 years) consists of delegates of national associations and of direct members, representation depending on number of inhabitants of the country concerned: one for up to 100,000 inhabitants; 2 for 100,000-1 million; 3 for 1-5 million; 4 for 5-10 million; 5 for 10-20 million; 6 for 20-30 million; 7 for 30-40 million; 8 for 40-50 million; 9 for 50-60 million; 10 for over 60 million. 'Policy Committee' (meets twice a year), also with representation depending on number of inhabitants: one for up to 100,000 inhabitants; 2 for 100,000 to 5 million; 3 for 5-10 million; 4 for 10-30 million; 5 for 30-60 million; 6 for over 60 million.
