Serve to provide the poorest Member States with a way of developing their infrastructure and meeting EU environmental legislation; working alongside existing Funds, also help beneficiary member states achieve economic convergence with the other European Union countries by easing the budgetary constraints associated with their efforts to control budget deficits in accordance with criteria for economic and monetary union.
