History

Founded at a region-wide conference on public administration, 7-20 June 1958, Manila and Baguio (Philippines). Constitution, adopted by 1st General Assembly, 4-10 Dec 1960, Manila, came into force 5 Dec 1960. Amended: 9 Oct 1962, Bangkok (Thailand); 27 June 1968, Kuala Lumpur (Malaysia); 9 May 1971, Manila; 31 Oct 1973, Tokyo (Japan); 21 Oct 1983, Seoul (Korea Rep); 10 Dec 1989, Kathmandu (Nepal); May/June 1999, Manila (Philippines).

Aims

Promote good practice and conduct in public administration and management within the region so as to achieve a high standard of service to the governments and their publics; appreciate the value and importance of effective and efficient public administration; develop and promote the study of public administration; foster cooperation, communication and understanding amongst interested organizations and individuals; develop leadership qualities and management expertise, especially at executive and middle management levels.
