History
28 Jan 1992, Singapore (Singapore), at 4th Summit of D-XD0165 - ASEAN, on signature of T-XT9212 - Agreement on the Common Effective Preferential Tariff (CEPT) by Economic Ministers of ASEAN member countries. CEPT Scheme commenced 1 Jan 1993 and is expected to be completed in 2003. Subsequently: Vietnam became a member of ASEAN in Jul 1995 and started to implement CEPT on 1 Jan 1996; Laos and Myanmar became members in Jul 1997 and started to implement CEPT on 1 Jan 1998; Cambodia became a member in Apr 1999 and started to implement CEPT on 1 Jan 2000. CEPT was replaced by T-XT0911 - ASEAN Trade in Goods Agreement (ATIGA), which entered into force May 2010.

Council, inaugurated 11 Sep 1992, reports to meetings of ASEAN Economic Ministers (AEM) and comprises Ministers of ASEAN member states and ASEAN Secretary General. 'Coordinating Committee on the Implementation of the CEPT Scheme for AFTA' meets frequently. AFTA Unit at ASEAN Secretariat (currently functioning within the Bureau of Trade and Industry and Services) and national AFTA Units in ASEAN member countries were set up by 26th meeting of ASEAN Economics Ministers, Sep 1994, to support implementation of the CEPT Scheme. Subordinate bodies responsible for AFTA implementation, customs harmonization and harmonization of product standards report to AFTA Council.
