History
Established following UN General Assembly Resolution 45/72 of 11th December, 1990, signed by 10 countries and endorsing the recommendations of UNISPACE-82, as one of the Regional Centres for Space Science and Technology Education Affiliated to the United Nations within the framework of E-XE0535 - Committee on the Peaceful Uses of Outer Space (COPUOS), as part of United Nations Programme on Space Applications (PSA), within E-XJ7585 - United Nations Office for Outer Space Affairs (UNOOSA), and in the light of recommendations of H-XF2785 - Global Action Plan for Environment and Development in the 21st Century (Agenda 21).
Hosted by Government of India with Department of Space (DOS) as nodal agency.
Aims
Develop the skills and knowledge of university educators, environmental research scientists and project personnel in the design, development and application of space science and technology for subsequent application in national and regional development and environment management; assist educators to develop environmental and atmospheric sciences curricula that they can use to advance the knowledge of their students in their respective institutions/countries; develop skills for satellite communications including those associated with rural development, long distance education, delivery of health services, disaster mitigation, air and maritime navigation, and network / linkage of the region's professionals and scientists; assist research and application scientists for preparing space-derived information for presentation to the policy and decision makers in-charge of national and regional development programmes; enhance regional and international cooperation in space science, technology and applications programmes; assist in disseminating to the general public the value of space science and technology in improving their everyday quality of life.

Governing Board (GB), consisting of one member each from participating countries in the Asia-Pacific region. GB elects Chairman from its members. In addition, representatives from UN Office for Outer Space Affairs (UN-OOSA) are permanent invitees as observers. Director of the Centre acts as Secretary of the GB. Advisory Committee, a technical arm of the GB, is chaired by representative of UN-OOSA and consists of subject experts.
