Assist countries in Latin America and the Caribbean to substantially increase agricultural and food production; make this production more accessible to poorer sectors of the population and able to compete in international markets; promote cooperation among developing countries; encourage their self-reliance through acknowledgement of their own resources, knowledge and skills; strengthen technical capacity of national institutions; stimulate capabilities and training of human resources; accelerate development through more efficient utilization of human, physical and financial resources available in the region.
