Relations with Specialized Agencies:
Even before the establishment of the United Nations, several inter-governmental agencies were dealing with specific problems. Some had been in existence for many years, such as the International Labour Organisation, set up in 1919. Article 57 of the UN Charter provides that 'the various specialized agencies, established by inter-governmental agreement and having wide international responsibilities, as defined in their basic instruments, in economic, social, cultural, educational, health, and related fields, shall be brought into relationship with the United Nations'. The specialized agencies carry out much of the work on achieving the UN aim of improved economic and social conditions for all peoples. An important task of ECOSOC is to bring these specialized agencies into relationship with the United Nations by negotiated agreements and coordinating their activities. The individual agreements between the UN and the specialized agencies are the instruments defining this relationship. They are submitted for approval to ECOSOC, and by ECOSOC to the General Assembly. Before coming into force each agreement must also be approved by the appropriate organs of the specialized agency concerned. - - B-XF2527 - World Trade Organization (WTO) - set up 1 Jan 1995, to supervise and liberalize international trade, following successful conclusion of the Uruguay Round, 15 Dec 1993. Prior to this coordination arrangements were made by H-XF0985 - General Agreement on Tariffs and Trade (GATT), which brought into operation a code of international trade and provided machinery for reducing and stabilizing tariffs and for regular consultations on trade problems. GATT in turn arose out of the Interim Commission for the International Trade Organization, set up by the United Nations.

Relations of Intergovernmental Organizations with the United Nations:
The UN General Assembly invited OAS, LAS, OAU, F-XF2147 - European Union (EU); and Organization of the Islamic Conference (OIC) to send observers to its sessions under resolutions 253 (III), 477 (V), 2011 (XX), 3208 (XXIX), 3209 (XXIX) and 3369 (XXX) respectively. ECOSOC revised its rules of procedure at its 58th session and adopted a new rule (rule 79) regarding the participation of other intergovernmental organizations whereby, 'inter alia', representatives of intergovernmental organizations accorded permanent observer status by UN General Assembly may, on the recommendation of the Bureau, participate in the deliberations of ECOSOC (without the right to vote) on questions within the scope of their activities. The organizations mentioned below, having permanent observer status with UN General Assembly, are therefore, under rule 79 of ECOSOC rules of procedure, entitled to participate in the work of the ECOSOC on a continuing basis.
