Aims

In accordance with the strategies and the Joint assessment and Monitoring Programme adopted in 1998 and revised in 2003: protect and conserve ecosystems and biological diversity; achieve near-background concentrations for naturally-occurring hazardous or radioactive substances and near-zero concentrations of man-made/synthetic/artificial hazardous or radioactive substances; when considering radioactive substances for the above, take into account legitimate use of the sea, technical feasibility and radiological impact on man and biota; attempt to achieve cessation of discharge, emission and loss of hazardous substances by 2020; ensure that additional concentrations of radioactive substances in the marine environment due to discharge, emission or loss are close to zero; monitor eutrophication; set environmental goals and management mechanisms for offshore oil and gas activities.
