Aims

Promote and reinforce harmonious cooperation and balanced, self-maintained development in all areas of economic, social, cultural, scientific and technical activity in order to: realize collective autonomy; raise the standard of living of the people; increase and maintain economic stability; promote peace, security and stability in the sub-region; reinforce close and peaceful relations among member States; contribute to the development of the African continent. Specific objectives: eliminate customs duties and all other equivalent taxes on the import and export of merchandise among member States; abolish quantitative restrictions and other hindrances to trade; establish a commercial policy with respect to third countries; progressively eliminate obstacles to free circulation of persons, goods, services, capital and right of establishment; harmonize national policies so as to promote common activities, notably in the areas of industry, transport and communications, energy, agriculture, natural resources, trade, currency and finance, human resources, tourism, education and culture, and science and technology; create a cooperation and development fund; accelerate development of member States either land-locked, partially islands, semi-enclosed and/or in the category of least developed countries.
