History

Established by resolution 1992/218 of E-XE3377 - ECOSOC, and further by resolution A/RES/46/235 of the General Assembly of A-XA3375 - United Nations (UN), 20 July 1992, as a functional commission of ECOSOC, combining the activities of the previous U-XE8866 - United Nations Intergovernmental Committee on Science and Technology for Development (IGCSTD) and U-XE0709 - Advisory Committee on Science and Technology for Development (ACSTD). First session, Apr 1993, New York NY (USA). Functions revised by ECOSOC, 1998. Since July 1993, serviced by Secretariat of E-XE3381 - UNCTAD, Geneva (Switzerland). In resolution E/2006/46, adopted July 2006, ECOSOC decided that the Commission shall effectively assist the Council as the focal point in the system-wide follow-up to the outcomes of World Summit on the Information Society (WSIS), and agreed to increase the membership of the Commission from 33 to 43 members.

Aims

Provide UN General Assembly and ECOSOC with high-level advice on relevant issues through analysis and appropriate policy recommendations or options, so as to enable them to guide the future work of the UN, develop common policies and agree on appropriate action. Current mandate: (a) Review and assess progress at international and regional levels in implementation of Action Lines, recommendations and commitments contained in the outcome documents of the WSIS; (b) Share best and effective practices and lessons learned, and identify obstacles and constraints encountered, actions and initiatives to overcome them and important measures for further implementation of the Summit outcomes; (c) Promote dialogue and foster partnerships, in coordination with other appropriate UN funds, programmes and specialized agencies, to contribute to attainment of Summit objectives and implementation of its outcomes and to use information and communication technologies for development and achievement of internationally agreed development goals, with participation of governments, private sector, civil society, the UN and other international organizations in accordance with their different roles and responsibilities.

Structure

Commission (annual sessions, in Geneva, Switzerland), following decision 2006/269, adopted 15 Dec 2006 by ECOSOC, comprises 43 members, elected by ECOSOC for a 4-year term on the basis of: 11 from Africa; 9 from Asia; 8 from Latin America and Caribbean; 5 from Eastern Europe; 10 from Western Europe and other states.
