History
- Established in accordance with Article 24 of T-XT9211 - Convention on Biological Diversity (Biodiversity convention). Convention opened for signature at the Earth Summit, 5 June 1992, Rio de Janeiro (Brazil); entered into force 29 Dec 1993. Secretariat administered by E-XE4161 - UNEP, and also serves as the secretariat to the T-XT0081 - Cartagena Protocol on Biosafety and T-XT1011 - Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization to the Convention on Biological Diversity (Nagoya Protocol).
Aims
Promote the objectives of the treaty, namely: conservation of biological diversity; sustainable use of the components of biodiversity; fair and equitable sharing of the benefits arising from the use of genetic resources. Objectives of the Cartagena Protocol on Biosafety: contribute to ensuring an adequate level of protection in the field of the safe transfer, handling and use of living modified organisms resulting from modern biotechnology that may have adverse effects on the conservation and sustainable use of biological diversity and specifically focusing on transboundary movements. Objectives of the Nagoya Protocol: share the benefits arising from the utilization of genetic resources in a fair and equitable way, including by appropriate access to genetic resources and by appropriate transfer of relevant technologies, taking into account all rights over those resources and to technologies, and by appropriate funding, thereby contributing to the conservation of biological diversity and the sustainable use of its components.

'Conference of the Parties (COP) to the Convention' is the governing body, and also serves as the meeting of the Parties to the Cartagena Protocol on Biosafety. It includes a 'Bureau', composed of President and 10 Vice-Presidents, and is responsible for overall management of meetings of the COP and oversight of the Convention process between sessions. Bureau has overall responsibility for questions of process. Bureau members consult with their regional groups on issues of substance. It is responsible for examining the credentials of representatives of Parties attending meetings of the Conference of the Parties; it is a forum for political negotiations. In the period between sessions of the Conference of the Parties, the Bureau meets from time to time to provide advice and guidance to the Secretariat on the implementation of the agreed programmes of work, financial matters and other issues of substance. 'Secretariat', headed by Executive Secretary who is appointed by UN Secretary-General in consultation with the COP through its Bureau, comprises: Office of the Executive Secretary; Administration, Finance and Conference Services Division; Scientific and Policy Support Division; Mainstreaming, Cooperation and Outreach Support Division; Implementation Support Division.
