Established on adoption by Mediterranean countries and the European Community of the Mediterranean Action Plan -- Plan d'action pour la Méditerranée (PAM), or (full title) Action Plan for the Protection of the Mediterranean. Subsequently referred to as Action Plan for the Protection of the Marine Environment and the Sustainable Development of the Coastal Areas of the Mediterranean (MAP Phase II). T-XT7638 - Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean (Barcelona Convention), signed 16 Feb 1976, Barcelona, entered into force in 1978, provided the legal framework. MAP Phase II was adopted on signature of the amendment to the Barcelona Convention, T-XT9542 - Amendments to the Convention for the Protection of the Mediterranean Sea Against Pollution, 10 Jun 1995, Barcelona, at Conference of Plenipotentiaries. The same conference adopted: T-XT9541 - Amendments to the Protocol for the Prevention of Pollution of the Mediterranean Sea by Dumping from Ships and Aircraft, amending T-XT7699 - Protocol for the Prevention of Pollution of the Mediterranean Sea by Dumping from Ships and Aircraft (Dumping Protocol); 'Barcelona Resolution'; 'Priority Field of Action' for the period until the year 2005. Related protocols: T-XT7698 - Protocol Concerning Cooperation in Combating Pollution of the Mediterranean Sea by Oil and other Harmful Substances in Cases of Emergency, T-XT0228 - Protocol Concerning Cooperation in Preventing Pollution from Ships and, in Cases of Emergency, Combating Pollution of the Mediterranean Sea, signed Jan 2002; T-XT9680 - Amendments to the Protocol for the Protection of the Mediterranean Sea Against Pollution from Land-based Sources and Activities, replacing T-XT8088 - Protocol for the Protection of the Mediterranean Sea against Pollution from Land-Based Sources and Activities (LBS Protocol); T-XT9540 - Protocol Concerning Specially Protected Areas and Biological Diversity in the Mediterranean (Barcelona protocol), updating T-XT8290 - Protocol Concerning Mediterranean Specially Protected Areas; T-XT9410 - Protocol for the Protection of the Mediterranean Sea Against Pollution Resulting from Exploration and Exploitation of the Continental Shelf and the Seabed and its Subsoil; T-XT9639 - Protocol on the Prevention of Pollution of the Mediterranean Sea by Transboundary Movements of Hazardous Wastes and Their Disposal (Hazardous Wastes Protocol); Protocol on integrated coastal zone management in the Mediterranean (ICZM Protocol). Also referred to as United Nations Environment Programme Mediterranean Action Plan for the Barcelona Convention.

Headquarters in Athens (Greece) are also referred to as MEDU / Mediterranean Unit, coming within the framework of E-XE4161 - UNEP. Coordination was originally the responsibility of Regional Seas Programme Activity Centre - which became U-XE6102 - UNEP Water Branch - and a coordination unit was set up 1980, Geneva (Switzerland). In 1982, responsibility for the Plan was transferred to 'Coordinating Unit (MAP/RCU)', Athens, an organizational unit of F-XF4234 - Regional Seas Programme set up at the invitation of the Greek government.
