History
Established 13 Jul 2009, by Regulation (EC) No 713/2009 of F-XF0667 - European Parliament (EP) and E-XE3068 - Council of the European Union. Officially inaugurated 4 Mar 2011, Ljubljana (Slovenia). Took over functions of U-XM0507 - European Regulators Group for Electricity and Gas (ERGEG). A decentralized agency of F-XF2147 - European Union (EU).
Aims
Complement and coordinate the work of national energy regulators at EU level; work towards completion of the single EU energy market for electricity and natural gas.

Board of Regulators, consisting of senior representatives of national regulatory authorities (NRAs) for energy of the 28 member states. Administrative Board, appointed by European institutions. Board of Appeal is independent from ACER's administrative and regulatory structure, and deals with complaints lodged against ACER decisions. Working Groups (4): Implementation, Monitoring and Procedures; Monitoring, Integrity and Transparency; Electricity; Gas. Expert Groups.
