History
27 Mar 1992, under the 'Alma-Ata Agreement', signed by heads of parliaments of Armenia, Belarus, Kazakhstan, Tajikistan, Uzbekistan, Kyrgyzstan and Russia. In 1993-1995 the parliaments of Azerbaijan, Georgia and Moldova became members of the Assembly. In 1999 Ukraine joined the 'Alma-Ata Agreement'. Since 16 Jan 1996 recognized as an interstate organization within the system of the organs of the F-XF2417 - Commonwealth of Independent States (CIS). Previously also referred to as Parliamentary Assembly of the Commonwealth of Independent States – Assemblée parlementaire de la Communauté des Etats indépendants. Also referred also to as Interparliamentary Assembly of CIS – Assemblée interparlementaire de la CEI – Mezparlamentskaja Assambleja SNG.
Aims
Draft model laws and recommendations for member nations; harmonize national laws to promote comprehensive integration; monitor elections.

IPA CIS comprises parliamentary delegations of member nations; parliamentary delegations consist of representatives of member nations, elected or appointed by each member nation parliament from among its members in accordance with internal regulations and procedures. Council, consisting of the Heads of Parliamentary Delegations. Permanent Commissions (10): Economy and Finance; Social Policy and Human Rights; Political Issues and International Cooperation; Legal Issues; Defence and Security Issues; Culture, Information, Tourism and Sport; Practices of State-Building and Local Government; Agrarian Policy, Natural Resources and Ecology; Science and Education; Budget Oversight Commission. Joint Commission for Harmonization of National Laws Related to Security, Countering Emerging Threats and Challenges. Secretariat is a permanent body of the IPA CIS Council.
