History
Established at Inaugural Meeting of the Board of Governors. Establishment followed recommendations of 1st Ministerial Conference on Asian Economic Cooperation, Dec 1963, Manila, under the auspices of the then United Nations Economic Commission for Asia and the Far East (ECAFE), currently E-XE4177 - United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), which set up a Working Group of Experts. A Consultative Committee was set up during 21st Session of ECAFE, Mar 1965, Wellington (New Zealand), to prepare a draft agreement. Articles of Agreement were adopted at 2nd Ministerial Conference on Asian Economic Cooperation, Nov-Dec 1965, Manila, and entered into force with the ratification or acceptance by 15 Signatories on 22 Aug 1966. Bank commenced operations on 19 Dec 1966 in Manila with 31 members.
Aims
Five strategic objectives in the Medium-Term Strategic Framework: catalyzing investment; strengthening inclusiveness; promoting regional cooperation and integration; encouraging effective environmental management; improving governance and preventing corruption.

Board of Governors (meets annually), consisting of one Governor and one Alternate Governor appointed by each member country, elects President. Board of Directors, composed of 12 Directors (each with an Alternate) and elected by Board of Governors, 8 representing regional countries and 4 representing non-regional countries. Four Vice-Presidents (Operations 1 and 2, Knowledge Management, Sustainable Development) appointed by Board of Directors on the recommendation of President.
Vice-Presidents (4) oversee:
- Operations 1, including 3 departments/offices: South Asia; Central and West Asia; Private Sector Operations;
- Operations 2, including 4 departments/offices: East Asia; Southeast Asia; Pacific; Central Operations Services;
- Knowledge Management and Sustainable Development, including 3 departments/offices: Regional and Sustainable Development; Economics and Research; Co-financing Operations;
- Finance and Administration, including 7 departments/offices: Secretary; General Counsel; Budget, Personnel and Management Systems; Administrative Services; Controller; Treasury; Information Systems and Technology.
Headquarters in Manila (Philippines). Field offices (26), including representative offices for North America, Europe and Japan.
