History

Established under provisions of International Wheat Agreement, 1949, and continued in being under the Agreements of 1953, 1956, 1959 and 1962 and the Wheat Trade Conventions of 1967, 1971 and 1986 - T-XT8611 - International Wheat Convention.

These conventions comprise, with the relevant Food Aid Conventions, the T-XT6744 - International Grains Arrangement 1967, T-XT7155 - International Wheat Agreement, 1971 (IWA) and T-XT8666 - International Wheat Agreement, 1986 (IWA).

Currently administers the T-XT9563 - Grains Trade Convention (GTC), 1995 of the T-XT9502 - International Grains Agreement (IGA).

Aims

Administer the 1995 Grains Trade Convention, which is designed to meet more effectively the needs and aspirations of member countries, especially developing countries, and to reinforce international cooperation between grain exporting and importing members, through exchange of views on matters of mutual concern. Coverage under the GTC includes wheat, barley, maize (corn), sorghum, other coarse grains, rice and oilseeds and their products. As an instrument of international cooperation, the Convention does not attempt to influence the market through price ranges or a reserve/buffer stock mechanism but aims to contribute to transparency of the market through the collection and dissemination of reliable information and through regular consultations. Its objectives include: furthering international cooperation in all aspects of trade in grains; promoting expansion of international trade in grains, securing its freest possible flow in the interests of members, particularly developing members, contributing to stability of international grain markets and enhancing world food security; providing a forum for exchange of information and discussion of members' concerns.
