History
26 Jul 1994, when endorsed by E-XE3377 - ECOSOC, in resolution 1994/24, under the aegis of A-XA3375 - United Nations (UN). Operational from 1 Jan 1996, replacing and taking over activities of U-XE5953 - WHO Global Programme on AIDS (GPA) and uniting six organizations in a jointly co-sponsored programme: F-XF1393 - International Bank for Reconstruction and Development (IBRD) (World Bank); E-XE3382 - UNDP; B-XB3383 - UNESCO; F-XF3380 - UNICEF; F-XF5606 - United Nations Population Fund (UNFPA); B-XB3548 - WHO. These six co-sponsors were joined by: E-XE3574 - United Nations Office on Drugs and Crime (UNODC) in Mar 1999; B-XB2183 - ILO in Oct 2001; E-XE3016 - UNHCR in Jun 2004; F-XE3543 - World Food Programme (WFP) in 2003. Comes within the framework of F-XF1000 - United Nations System.
Aims
As main advocate for the global response to HIV/AIDS, lead, strengthen and support efforts to prevent HIV transmission, provide care and support, reduce impact and alleviate individual and communal vulnerability to HIV/AIDS; expand and strengthen national response to HIV/AIDS in developing countries; increase strong political and financial commitment by all governments to an expanded response to HIV/AIDS; expand and strengthen UN system response to HIV/AIDS through enhanced collaboration, coordination and joint action on policies, strategies and programmes; develop and promote international best practices, based on sound policy, strategies and research, established as an integral element of the response to HIV/AIDS.

Programme Coordinating Board (PCB), meeting in annual session in Geneva (Switzerland) and thematic session in alternate years outside Geneva. PCB serves as governing body and comprises 22 governments representing all world regions, the co-sponsors and 5 NGOs, including associations of people living with HIV. Committee of Cosponsoring Organizations (CCO), meeting regularly, acts as standing committee of PCB and comprises representatives of the co-sponsors and the Secretariat. Secretariat in Geneva, operating at global level, comprises: Executive Office; External Relations Department; Policy, Advocacy, and Knowledge Branch; Programme Branch; Department of Management; Regional Support Teams (Asia Pacific; Eastern Europe and Central sia; Eastern and Southern Africa; Latin America and the Caribbean; Middle-East and Northern Africa; Western and Central Africa); Network of UNAIDS Country Offices.
