Review progress at international, regional and national levels in implementation of recommendations and commitments contained in the final documents of: the World Summit on Sustainable Development (Johannesburg (South Africa) Plan of Implementation); the Earthsummit Plus 5+ (Programme for the Further Implementation of Agenda 21); the United Nations Conference on Environment and Development (UNCED) (Agenda 21); the Rio Declaration on Environment and Development. Elaborate policy guidance and options for future activities to follow up the Johannesburg Plan of Implementation and achieve sustainable development; promote dialogue and build partnerships for sustainable development with government, the international community and major groups identified in Agenda 21 (see NGO relations) as key actors outside the government who have a major role to play in the transition towards sustainable development; focus on reviewing and monitoring progress in implementation through a broad exchange of views and experiences, best practice and lessons learned; enhance linkages between global, regional and national endeavours; integrate process that enhances coherence between implementation of Agenda 21 initiatives and partnerships; encourage greater involvement at the regional level.

Relations with Non-Governmental Organizations
Pursuant to Article 71 of the United Nations Charter and ECOSOC Resolution 1996/31 (VII), provides for formal contacts with NGOs. The number of accredited NGOs entitled to participate in CSD meetings presently exceeds 3,000 (2,418 ECOSOC-accredited; 259 on CSD-roster; 737 WSSD-accredited).
