History
1972, Georgetown (Guyana), at 1st festival, under the auspices of H-XH2507 - Caribbean Free Trade Association (CARIFTA). Original title: Caribbean Festival of Arts. From 1973, responsibility devolved to Secretariat of D-XD4579 - Caribbean Community (CARICOM). Objectives redefined, 1993, by Cultural Committee.
Aims
Stage a mega multidisciplinary roving festival that develops Caribbean Arts and Culture; position CARIFESTA as a world-renowned, hallmark festival of Caribbean cultural and artistic excellence that generates economic benefits, unites the region and excites all people.

Ministers of the Council of Human and Social Development (COHSOD) responsible for Culture are responsible for all policy-decisions on CARIFESTA, based on technical advice of the CARICOM Secretariat and the Regional Cultural Committee. Planning and organization of each festival carried out by Festival Directorate in close collaboration with host country and sending countries, and under the guidance of CARIFESTA Board.
