Provide for international dissemination and exchange of information, ideas and experience regarding offender rehabilitation and crime prevention; seek world-wide improvement in correctional services while fostering firm law enforcement and sound administration of justice; promote cross-cultural correctional research; facilitate contact among correctional workers worldwide; publicize and broaden the role of volunteers in both institutional and community-centred rehabilitation and prevention programmes; encourage establishment and growth of local and national nongovernmental agencies rendering services to offenders and their families; support groups or individuals who consider forming voluntary offenders aid organizations; foster cooperation and coordination among official and private agencies involved in criminal justice; assist agencies dealing with the recruitment and training of qualified personnel for treatment and after-care programmes; serve as a medium for voluntary prisoners' aid organizations to speak with a united voice on issues connected with penal reform and crime control.
