History
Established at first session of Assembly, following activities of U-XE1137 - Preparatory Commission for the International Seabed Authority and for the International Tribunal for the Law of the Sea (LOS PrepCom) and on entering into force of T-XT8298 - United Nations Convention on the Law of the Sea (UNCLOS), one year after Guyana became 60th country to deposit its instrument of ratification. Fully operational since 1996. Also referred to by initials ISA. Disputes arising from interpretation or application of the Convention settled via F-XF2625 - International Tribunal for the Law of the Sea (ITLOS).
Aims
Organize and control activities on the deep ocean floor in areas beyond the limits of national jurisdiction, particularly with a view to administering the mineral resources of that area, in accordance with the 1982 United Nations Convention on the Law of the Sea, the 1994 Agreement Relating to the Implementation of Part XI of the Convention and the rules, regulations and procedures of the Authority.

Assembly; Council, consisting of 36 members, with 5 categories of membership - 'Group A' 4 members representing States Parties which have, in the last 5 years for which statistics are available, imported or consumed more than 2% in value terms of total world consumption of minerals derived from the international sea-bed Area, provided that the four members include one State from the Eastern European region having the largest economy in that region in terms of gross domestic product, and the State, on the date of entry into force of the Convention, having the largest economy in terms of gross domestic product; 'Group B' 4 members from the 8 States Parties having the largest investments in preparation for and in the conduct of activities in the Area; 'Group C' 4 states from among States Parties which are major exporters of the categories of minerals to be derived from the Area, including at least two developing States whose exports of such minerals have a substantial bearing upon their economies; 'Group D' 6 members from developing State Parties, representing special interests, including those of States with large populations, land-locked or geographically disadvantaged States, island States, States which are major importers of the categories of minerals to be derived from the Area, States which are potential producers of such minerals and least developed States; 'Group E' 18 members elected to ensure an equitable geographical representation in the Council.
