History

Agreement to establish ARF among 17 Pacific Rim countries at 26th D-XD0165 - ASEAN Ministerial Meeting and Post Ministerial Conference, 23-25 Jul 1993, Singapore (Singapore), following previous policy decisions of 'Singapore Declaration', 28 Jan 1992, Singapore. Inaugural meeting, 25 Jul 1994, Bangkok (Thailand). Forum participants initially included ASEAN members, Southeast Asian states that were not yet ASEAN members, ASEAN's then 7 dialogue partners, Papua New Guinea (an ASEAN observer) and China and Russia, then still 'consultative partners' of ASEAN. India became a participant on becoming a dialogue partner in 1996. Mongolia and Korea DPR were admitted in 1999 and 2000.

Aims

Foster constructive dialogue and consultation on political and security issues of common interest and concern; make significant contributions to efforts towards confidence-building and preventive diplomacy in the Asia-Pacific region; promote open dialogue on political and security operation in the region.
