Strengthen the existing capacity to assess coral reefs by providing a consistent monitoring program; identify processes and trends in coral reefs and discriminate between natural and anthropogenic and climatic changes; assess and report on the current status and future trends of coral reefs and how they are used and valued as resources; link existing organizations and individuals to effectively monitor ecological, social, cultural and economic aspects of coral reefs through collaborative regional networks; disseminate results locally, regionally and globally to advise policy, and to assist agencies to implement sustainable use and conservation of coral reefs and their resources.
