Maintain free interchange of goods between parties and apply the same tariffs and trade regulations to goods imported from outside on a basis designed to ensure continued economic development of the customs area as a whole; ensure in particular that arrangements encourage development of less advanced members of the customs union and diversification of their economies and afford all parties equitable benefits arising from trade among themselves and with other countries.
