History
2-5 May 1991, Addis Ababa (Ethiopia), within the framework of E-XE4174 - United Nations Economic Commission for Africa (ECA), with the assistance of H-XD3027 - Organization of African Unity (OAU), following recommendations of 7th S-XS0017 - Conference of African Ministers of Transport, Communications and Planning, 15-16 Nov 1989. Also referred to as Bureau of Trans-African Highways. Not yet an autonomous organization but a practical working arm of ECA which coordinates the functions of all Highway Authorities and Coordinating Committees. Statutes allowing transformation to an autonomous Bureau, with Coordinator directly responsible to African Ministers in charge of Highways, were drawn up in Jun 1993, requiring ratification by 26 states. At Conference of Ministers, 20-21 Mar 1995, the number of required ratifications was reduced to 18; but since, as of Dec 1996, only 10 states had signed the statutes and only 2 states had ratified them, the ECA continues as operating body.
Aims
Coordinate the trans Africa highway programme and provide secretarial services to Authorities and Coordinating Committees so as to realize physical linkages between African countries; disseminate information on road infrastructure provision and maintenance, and road transport operations along existing transport corridors.

Coordinator responsible to Chief of TCTD, ECA. Authorities and Coordinating Committees meet annually in combined session. Report of meeting goes to Conference of Ministers.
