History

Established as permanent secretariat to T-XT9210 - United Nations Framework Convention on Climate Change (UNFCCC), having previously acted as secretariat to U-XE2433 - Climate Convention Information Exchange Programme (CC:INFO) in the run-up to implementing the Convention. Set up by the Conference of the Parties to, and under the terms of, the Convention. Relocated to Bonn (Germany), Aug 1996.

Aims

According to Article 8 of the Convention: (a) make arrangements for sessions of the Conference of the Parties and its subsidiary bodies established under the Convention and provide them with services as required; (b) compile and transmit reports submitted to it; (c) facilitate assistance to the Parties, particularly developing countries, on request, in compilation and communication of information required in accordance with the provisions of the Convention; (d) prepare reports on its activities and present them to the Conference of the Parties; (e) ensure the necessary coordination with secretariats of other relevant international bodies; (f) under the overall guidance of the Conference of the Parties, enter into such administrative and contractual arrangements as may be required for the effective discharge of its functions; (g) perform the other secretariat functions specified in the Convention and its protocols and such other functions as may be determined by the Conference of the Parties.

Structure

Institutionally linked to the United Nations and administered under UN rules and regulations. Headed by Executive Secretary, appointed by UN Secretary-General in consultation with the Bureau of the Conference of Parties (COP). Secretariat is a neutral body of civil servants responding to COP through the Executive Secretary; work of the Secretariat is guided by Bureaux of the Convention bodies and includes the following: Executive Division; Legal Affairs Division; Intergovernmental Support and Collective Progress Division; Adaptation Division; Conference Affairs Division; Administrative Services, Human Resources, and Information and Communication Technology Division; Communications and Engagement Division; Operations Coordination; Means of Implementation Division; Mitigation Division; Transparency Division.
