History
1994, Seoul (Korea Rep), as the technical and operational body of B-XB3408 - Universal Postal Union (UPU), replacing U-XE9617 - Consultative Council for Postal Studies (CCPS). First meeting 30 Jan - 17 Feb 1995.
Aims
Conduct study of operational, commercial, technical and economic cooperation problems of interest to postal administrations of all member countries; help postal services to modernize and upgrade their postal products, including letter post, EMS, postal parcels and postal financial services; promote introduction of new postal products; issue recommendations to member countries concerning standards for technological, operational or other processes within its competence where practice of uniformity is essential; revise the Detailed Regulations of the Union.

Council comprises 40 elected member countries, 24 seats for developing countries and 16 for developed countries, with a minimum number of seats guaranteed for each geographical group and, within each geographical group, a minimum number guaranteed for developing countries. At least one third of members are renewed at each UPU Congress. Management Committee comprises Chairman, Vice-Chairman and Chairman of the 3 POC Committees and the Strategic Planning Working Party; it prepares sessions and coordinates work of POC and also activities within the framework of the Beijing (China) Postal Strategy. Committees (4): 'Letter Post', including: Product Development and Marketing Group; Remuneration Group; D-XD8031 - World Association for the Development of Philately (WADP); Direct Mail Advisory Board; Quality Improvement Group; Transport Group; Quality of Service Link User Group. 'Parcels', including: Product Development and Marketing Group; Quality Improvement Group; Remuneration Group; Customs Group. 'Postal Financial Services', including: Development Group; Multilateral Framework Group; Financial Relations Group. 'Standards and Technology', including Standards Board; Addressing Group; E-Services Group; Operations and Accounting Review Group. 'Direct Reporting Bodies': Postal Security Group; QSF Board; UPU Clearing Group; EMS Cooperative; Telematics Cooperative.
