Help member countries enhance innovative development research and training through both governmental and nongovernmental organizations; provide a regional focus to development issues and promote research and training activities on a collaborative basis by fostering establishment of a network of researchers, administrators and research institutions; promote economic cooperation among countries of the region; identify existing and emerging needs and problems with a view to increasing the awareness of governments of the long-term impact upon the structure of the economy and institutions; undertake studies of development problems, find solutions and help to implement them; promote cooperation among countries of the region by strengthening links with regional networks; act as a catalyst in strengthening the capabilities of national research and training institutions; foster programmes to develop human resources to meet the changing needs of the region; in cooperation with national institutions, offer consultancy services to countries of the region; serve as a clearing-house for information on development.
