1993-01-11 Kirkenes Norway

History

Established on signature of an agreement, the 'Kirkenes Declaration', by foreign ministers of the Nordic countries, Russia and a representative of the European Commission.

At the same time, representatives of the Barents Region county governors and their equivalents, together with a representative of the indigenous peoples, signed a cooperation protocol that established the Barents Regional Council, with similar objectives as the BEAC.

International Barents Secretariat (IBS) set up by Agreement on the Establishment of an International Barents Secretariat (IBS), 15 Nov 2007, Rovaniemi (Finland).

Aims

Support and promote intergovernmental and regional cooperation in various fields, including: economic, social and environmental issues, education, culture, transport, logistics and rescue services.

Cooperation covers 2 levels: intergovernmental - Barents Euro-Arctic Council; interregional - K-XK2351 - Barents Regional Council (BRC) Both intergovernmental and interregional chairship rotates every 2 years. Committee of Senior Officials; Regional Committee. High-level meetings every second year. Working Groups; Sub-groups; Steering Committees; Task Forces.
