Instigate the formulation of national policies on books and reading aimed at improving the production, dissemination and distribution of books in Latin America and the Caribbean; promote measures to develop and coordinate the book market in this region as a step towards forming a common book market; support national book and reading promotion activities; conduct or support research on reading habits, levels and interest; carry out studies on the best strategies for promoting reading; promote training courses for people working in the field; advise and help strengthen public and school libraries; provide general and technical information on all stages of creating, printing and distributing books and on reading and copyright laws, by carrying out studies and compiling and distributing statistics, information and documentation on production, distribution, marketing and demand for books.
