The UIA is a leading provider of information about international non-profit organizations. The aim of the Open Yearbook is to promote the activities of international non-governmental organizations (INGOs) and intergovernmental organizations (IGOs).

History
Established as an association under Part Four of Treaty Establishing the European Econonomci Community (Treaty of Rome). In Jun 2000, OCTs representatives in Brussels (Belgium) started meeting together in order to coordinate their views with respect to a common position to be taken on the draft for a new OCT decision, which was at the time being prepared by the E-XE2442 - European Commission (EC) for adoption by European Union Ministers meeting in the General Council. The first meeting took place, 16-17 Nov 2000, Brussels, where governments of the OCTs decided to re-establish the Association. Agreement reached on the Articles of the Association, 18 Sep 2002, at the second OCT Ministerial Conference in Bonaire. Re-established 5 Mar 2003, Brussels.
The OCTs are associated with the European Union through a regime based on the provisions of Part IV of the T-XT5765 - Treaty on the Functioning of the European Union (TFEU). Article 355 of the Treaty provides the possibility for the OCTs to become outermost regions, and inversely. Twelve OCTs are constitutionally linked to the UK, 6 to the French Republic, 6 to the Kingdom of Netherlands and 1 to the Kingdom of Denmark. Following an extensive consultation process, a new OAD governs EU-OCT relations as of 1 Jan 2014.
Aims
Serve as a platform through which Overseas Countries and Territories realize their common goals by working collectively through cooperation, policy dialogue, promotion of common positions and partnerships for sustainable development of OCTs.
