History

Established 2 Dec 2004, by F-XF2147 - European Union (EU), following a decision at Summit of C-XC3005 - NATO, Jun 2004, Istanbul (Turkey), to complete the mission of U-XF4044 - NATO-led Stabilization Force in Bosnia and Herzegovina (SFOR). Mandate is being reviewed every 6 months. Part of a wider European Security and Defence Policy (ESDP) mission.

Aims

Conduct the EU-led operation in Bosnia-Herzegovina, under the political control and strategic direction of the EU Political and Security Committee (PSC), under the authority of the EU Council, and in line with its mandate, in order to monitor and ensure continued compliance with the responsibility to fulfil the role specified in Annexes 1A and 2 of the General Framework Agreement for Peace (Dayton Agreement) and contribute to the safe and secure environment required to support the core tasks of other EU and international organizations. Main objectives of EUFOR Operation Althea are: support Bosnia-Herzegovina efforts to maintain a safe and secure environment; provide support to the overall EU comprehensive approach in Bosnia-Herzegovina; provide support for combined and collective training and exercises for the Armed Forces of Bosnia-Herzegovina (AFBiH); provide support for AFBiH demining and weapon/ammunition management and disposal.

Structure

Basic decisions taken by E-XE3068 - Council of the European Union. EU Political and Security Committee (PSC) exercises political and strategic direction of the operation. EU Military Committee (EUMC) - within E-XJ5453 - European External Action Service (EEAS) - monitors proper execution. Initial deployment: just over 6,000 troops. As of Sep 2017, 600 troops.
