There is another aspect of NGO funding that should be kept in mind when thinking about this. Recently, several governments have challenged funding support from international civil society sources, only too ready to label NGOs that receive such funding "foreign agents". See CIVICUS Newsletter No. 595 of 20 July 2012 for just one example.
 
Nor are NGOs in other countries immune to this sort of government reaction. According to recent media reports, Canadian environmental NGOs objecting to the risks of the proposed oil pipeline on Canada's west coast and which receive some funding from NGOs in other countries had their knuckles rapped by the Canadian federal government.
 
This is a worrisome development. It is to be hoped it does not become more widespread.
